On the 14th of December 2022, a significant event occurred in New Delhi. It was meaningful as the chief minister, Himanta Biswa Sarma, unveiled Orunodoi 2.0 through a video link. The transfer is primarily meant to cover the purchase of sugar, pulses, and medicine.

CM Launched Assam Orunodoi Scheme 2.0

The government of Assam has announced an upgraded version of the poverty alleviation program, Orunodoi. With a budget of approximately Rs 4,000 crore, the enhanced scheme is set to include over 10 lakh additional participants.

Orunodoi, which translates to “the rising sun” in Assamese, was initially introduced in 2020, focusing on economically underprivileged women. The program has already benefited over 17 lakh people, and on February 28th, all application forms will have been collected and uploaded to the designated portal.

In a welcome move, the government has also consented to include aged men housed in nursing homes in Orunodoi 2.0, subject to approval by the neighbourhood DC and the district’s guardian minister. To facilitate this inclusion, each DC will receive a specific fund that will be used to disburse the necessary funds for these recipients.

Additional Rs 250 to Orunodoi Beneficiaries

It is with great pleasure that we announce the commencement of the disbursement of funds to beneficiaries under the esteemed “Orunodoi” plan. The program’s primary objective is to provide a minimum monthly income flow to economically disadvantaged families, including the elderly, persons with disabilities, women from vulnerable households, and individuals identifying as the third gender. This noble initiative will commence in October, and the beneficiaries will receive a fixed additional Rs 250 each month.

Assam Orunodoi Scheme Latest Updates

• The “Orunodoi” program, the state government’s flagship initiative, has achieved remarkable success, reaching approximately 20 lakh families. The beneficiaries of this program receive monthly financial aid from the government amounting to Rs 1,000.
• Starting in October, the beneficiaries of the “Orunodoi” program will receive a predetermined additional amount of Rs 250 to cover their electricity expenses, making the total monthly aid amount Rs 1,250. The government could directly pay the amount to the electricity company. Still, it has chosen to provide the additional amount to the beneficiaries to instil a sense of responsibility and encourage them to pay their electricity bills independently.
• The program’s beneficiary list will undergo revision in the following two months, with student volunteers visiting households to update the list until September 20. Once the field visits are complete, the district committees will finalize the list by October 10. The updated list will include six lakh, eligible families, extending the program’s benefits to a more significant section of the population. Beneficiaries shall be covered per the updated list, ensuring that the revised amount reaches the deserving recipients.
• Families currently on the “Orunodoi” list but have experienced an improvement in their financial situation are encouraged to discontinue using the program. The program’s resources must be utilized only by those genuinely in need of financial assistance. Consequently, those who no longer meet the program’s eligibility criteria have been asked to exit the program voluntarily. The exit process can be completed online and offline, and 459 families have already renounced benefits under the program.

Beneficiary Under Assam Orunodoi Scheme

The Assam Orunodoi scheme, launched by the chief minister of Assam, Sarbananda Sonowal, during a function held at Amingaon in Kamrup district, aims to cover around 22 lakh beneficiaries. The scheme’s primary objective is to empower women by providing benefits to female members of the family. Priority will be given to families with widows, divyang, and unmarried girls. The government also plans to add eight lahks more families under this scheme.

• Out of the 22 lakh beneficiaries, the Government of Assam will transfer the amount to 18.60 lakh families residing in 29 districts. The remaining beneficiaries in the Bodoland Territorial Area Districts, including Kokrajhar, Chirang, Baksa, and Udalguri, will receive the benefit after the BTC elections.
• The benefit amount will be transferred to the beneficiary’s bank accounts from November to 1st December 2020. In December, the benefit amount will be transferred to all beneficiary bank accounts on 26th December 2020.

Benefits Of Assam Orunodoi Scheme

Under the Assam Orunodoi scheme, the government will transfer the benefit amount directly to the bank accounts of eligible female beneficiaries. This transfer will take place annually for the next five years. Priority will be given to women who are widowed, divorced, separated, unmarried, or disabled. The scheme provides various benefits to the beneficiaries, some of which are as follows:

• The government has reserved a budget of 2800 crore rupees for the scheme, under which 10,000 rupees will be given to 27 lakh needy families annually through DBT.
• The government will provide monthly support of Rs. 830, translating to an additional annual income of Rs. 10,000 for poor households.
• A grant of 25 lakh rupees will be provided per school for 200-grade schools on a pilot basis for infrastructure improvement.
• The Assam government will provide free sanitary napkins to girls in grades six to twelve in government and government-aided schools.
• The Assam government has also launched the Sarba Brihat DBT Scheme from August 17, and the beneficiary selection will begin from the district-level committee.
• Only women will receive the benefits of the scheme to ensure that it is used appropriately by the family.

Eligible Beneficiaries

According to the official statement from the authority, the following persons will be given priority in the Assan Orunodoi scheme:-

• Families with widows
• Unmarried women
• Families with a divyang member
• Families have divorced women.
• Low-income families need ration cards for free rice to get the preference.
• Low-income families with the National Food Security Scheme (NFSS) cards
• Families who own two or three-wheelers and tractors under self-help groups can benefit.

Priority Beneficiary Of Assam Orunodoi Scheme

The households eligible for the Assam Orunodoi scheme include those with widows, divorced females, unmarried females, separated females, or any specially-abled member of the home. In addition, households belonging to low-income families, whether enrolled in the National Food Security Act (NFSA) or not, are also eligible for the scheme.

Not Eligible Beneficiary for Assam Orunodoi Scheme

• If any family member works under the government or PSUs, the family will not be entitled to the scheme’s benefits.
• Families with 15 Bighas of land, a four-wheeler, a refrigerator, income above Rs. 2 lahks, and a tractor are not eligible for the Orunodoi scheme.
• The family owns a washing machine or AC.
• If the house does not have any female members.
• Former and current Member Of Parliament/Member Of Legislative Assembly.
• Employees of Government
• Doctors
• Engineers
• Lawyers
• CA
• Architect
• Income tax payer

Assam Orunodoi Scheme Selection Procedure

The selection process for beneficiaries under the Assam Orunodoi scheme involves several steps, which are as follows:

• The district-level monitoring committee will be responsible for finalizing the list of beneficiaries as per the guidelines.
• The preliminary selection will be made at the village council development committee/gaun Panchayat/urban local body level.
• The village council development committee/gaun Panchayat/urban local body is required to prepare an undertaking cum checklist as per eligibility/ineligibility conditions, which will be attached to Annexure A.
• This checklist will be compiled LAC-wise by the member secretary, DLMC, so that it can be put up at the district-level monitoring committee for prioritization/selection.
• The district-level committee is responsible for ensuring the filing of a detailed application form for beneficiaries through this form bank, where details and other information will be collected.
• The approved final list will be uploaded, and the details of the beneficiaries will be validated.
• If there are any discrepancies in the details, they will be addressed.
• After completing all the required processes, the finance department will transfer the amount into the beneficiary’s account through the PMFS method.
• Every year, the list of beneficiaries will be reviewed, and inclusions/exclusions will be made as needed.
• The finance department in a database will maintain all the data related to the beneficiaries.
• It should be noted that if an applicant benefits from this scheme despite being ineligible, the applicant is liable to refund the amount received.

Implementation Structure Of Assam Orunodoi Scheme

• The committee will ensure the filing of a detailed application form and validate the details of the beneficiaries before transferring funds through the PMFS method.
• The finance department of Assam will monitor the scheme and act as the state-level nodal agency.
• The deputy commissioner will supervise the implementation strategy of the scheme at the district level.
• Orunodoi Sahayaks will be appointed in all legislative assemblies to assist applicants with a fixed pay of INR 15,000 per month for two months.
• The district-level monitoring committee will determine the qualifications of Orunodoi Sahayaks and appoint them under the chairmanship of the DC.
